SFCC is a tobacco-free college

Together, let's clear the air.

Q:  Why is SFCC going tobacco free?
A.  We are concerned about the health of our students, employees and visitors on campus and we have an overall desire and responsibility to create a safe, clean and healthy environment for everyone. Tobacco use is the leading preventable cause of death in this country, responsible for one in every five deaths.

Q.  Why adopt a tobacco-free policy?
A.  Establishing a well-planned, written policy and regulations helps us to address this issue consistently and fairly and provides solid guidelines for implementing this tobacco-free environment.

Q.  When does the new policy take effect?
A.  June 1, 2006.

Q.  Who is affected by this policy?
A.  No one is allowed to use tobacco on campus outside of their vehicles or away from the one designated area near the residence halls.

Q.  Who is responsible for implementing and enforcing this policy?
A.  As educators, students or members of the community, we are all responsible for implementing and enforcing this policy.

Q.  What do I do if I see someone violating the policy?
A.  It is the intent of SFCC to emphasize voluntary compliance with the Tobacco-Free Campus Policy and Regulation. Therefore, the college will provide ongoing educational opportunities to support the Tobacco-Free Campus Policy for all who use SFCC facilities. In the event an individual is not in compliance with the policy, the following guidelines will be used:
For initial and/or infrequent violators:
1.  Students and employees will be provided cards that can be distributed to those observed violating the policy. Designed as a friendly, educational notice, the cards describe the tobacco-free policy at State Fair Community College and provide links to resources for stopping use of tobacco products;
2.  If students or employees note repeat violators, they do not need to again confront the person. Instead, they should notify the appropriate administrative office (student and other non-employee violators will be referred to the Vice President for Student Services for sanction. Employees will be referred to their supervisor) and that administrator will issue a verbal request for compliance;
3.  If someone continues to use tobacco products outside of designated areas after repeat warnings, these students, employees or visitors will be contacted by the appropriate administrative office (see above) for action including but not limited to: verbal or written reminder or warning, conference with review of policy, health education referral, or other action deemed appropriate.
4.  If the violations continue after the three previous levels of warning, the student, employee or visitor will again be contacted by the appropriate administrator (see above) for additional administrative action, up to and including dismissal from campus or employment.
Q.  Where can I go to get help to stop smoking?
A.  Employees can contact Human Resources, through which the college is providing financial cost-sharing for certain tobacco cessation products. In addition, resources such as Web site links and tobacco-free help-quit lines are available on this Web site, and printed materials are available in most college buildings. Finally, watch the Lifelong Learning course schedule for tobacco cessation and related courses.

Q.  What about students who smoke?
A.  Resource materials and cessation and related courses cited above are available to students. Additionally, we have developed an aggressive public relations campaign to notify students and the community of our tobacco-free status, so we hope students will be knowledgeable.

Q  Is smoking permitted anywhere?
A.  Smoking and the use of tobacco products on college grounds is permitted only within vehicles parked or driven on designated college parking areas and roads, and within a designated area at the residence halls.

Q.  Will this action impact enrollment?
A.  It is highly unlikely. The first community college in the state to ban tobacco use, Ozarks Technical College in Springfield, remains one of the fastest growing community colleges in the state in spite of the ban. In fact, some students and other customers may be attracted to the institution because of the ban.

Q.  Do I have to quit using tobacco products?
A.  No. It is not about whether you smoke or use tobacco, but when and where. This policy does not require anyone to quit using tobacco. It just limits tobacco use on campus.

Q.  What about SFCC’s extended campus sites? Are tobacco products allowed there?
A.  SFCC extended campus sites already are smoke free. SFCC leases or rents classroom space at all sites, and follows policies established by property owners.
